IIAC Position Papers

Position Papers can be obtained by Contacting the IIAC Secretariat.

If IIAC investigate a subject and reach a conclusion and recommendations that they consider should be submitted to the Secretary of State, such a report is submitted to the Secretary of State and published as a Command paper.

In addition, over the years IIAC has produced a small number of 'position' papers on certain subjects. These are listed below, and can be obtained - free of charge - by contacting the Secretariat.

These position papers constitute IIAC's considered view at a particular time, in the light of the information then available. They have not been submitted to the Secretary of State with recommendations, or published as DWP Command papers. This is an important distinction because Command papers are put before Parliament and the Secretary of State responds to any conclusions and recommendations contained in them.

IIAC have always considered that, although these papers are not advice to the Secretary of State in the sense of the Social Security Acts, they could be made available to anyone who may make enquiries to IIAC about one of the subjects covered. In the spirit of open Government IIAC decided in 1995 that these papers should be given crown copyright and this was done for all the papers (irrespective of when they were written). Further to this a list of the position papers has been placed on the IIAC website since it opened in 1998.
